ntp-4.2.0ではいつの間にか、authenticateオプションが廃止されています。多くのサイトで、authenticate noとしてくように、などと書いてあっても、このオプションは、無視されます。¹⁾

ただし、等価なオプションがありますので、そちらを書いておけばいいでしょう。

disable auth

これで大丈夫です。
